Ancient Manuscript Review 196 : Antique Ottoman Era document / Letter ( 18th Century)

This is a document written in old Turkish. The document was originally folded and sealed. I couldn't figure out what type of document this is. It could be a legal document or a personal ones. The letter is written in Riqaah script in black.
I don't have much information of this kind of manuscript and its writing tradition. I need to do more research on this manuscript and will update this entry later. I welcome any feedback on this letter.
